Democratic Principles and the Economic Branch of the European Monetary Union

2017

Parliamentary Democracy Versus Direct Democracy? : Challenging Liberal, Representative Democracy in the German Bundestag During the Anti-nuclear Demo…

2019

In German politics, concepts of parliamentarism and the relationship between parliamentarism and democracy have evolved since the nineteenth century. Politicians, citizens and scholars have regularly redefined and challenged conceptions of parliament’s task of representation, public debate and legitimate decision-making in different historical circumstances. One such crucial phase in re-evaluating and redefining conceptions of democracy in Germany was the second half of the 1990s, when a vigorous anti-nuclear movement arose. In the German federal parliament, members had to explain their understandings of German democracy. The tradition of liberal, representative democracy was in a conflict …

Two Democracies Work Better Together. French and Italian decision-making processes for the Turin-Lyon railway project.

2013

The Pan-European Corridor V railway line connects Lisbon and Kiev and touches many European countries. The paper present focuses on the Turin-Lyon section where French and Italian authorities jointly work on this huge infrastructure project while applying different approaches. While there are provisions for a public debates on such issues in France, there is no similar institutional framework in Italy. Hence, the analysis allows to compare the dynamics of the public debate in two democratic systems with different public decision-making systems and political cultures. While the French case evidences that public institutions can activate participation by providing “invited spaces” for collect…

The concept of the Royal Prerogative in parliamentary debates on the deployment of military in the British House of Commons, 1982–2003

2014

The article will discuss how one political key concept, the Royal Prerogative, was discussed in the British House of Commons in relation to the right to deploy and use armed troops abroad during the period 1982-2003, a time when the role of the British Parliament in decisions to deploy and commit troops to an armed conflict abroad was under extensive discussion in Parliament. This discussion began increasingly to address the state of the constitutional arrangements, more specifically the redefinition of the Royal Prerogative rights, the residual powers of the executive, as outdated in the understanding of modern representative democracy. The use of the concept was studied to reveal the atti…

Democrazia deliberativa e Convenzione europea dei diritti umani

2010

Deliberative democracy and the European Convention on Human Rights Theories of deliberative democracy have rapidly become very popular amongst political scientists. The central argument of these theories is that democratic legitimacy of lawmaking does not lie (or does not only lie) in the elected character of Parliaments but in public delib- eration processes. Decisions have to be justified by reasons and reasons have to be publicly debated. Legitimacy also depends on the opportunity for citizens to participate effectively in public debates. In this paper I argue that the European Court of Human Rights can be a key player in promoting a democracy based on public deliberation and that in the…

Democracy at the end of the History

2013

This article analyzes the loss of legitimacy that the economic crisis brought upon representative democracy and the consequences that can be drawn for the thesis of the end of History. The thesis we defend here is that the deterioration of the welfare state, as a result, under very specific conditions, of the capitalism in certain parts of the world, runs parallel with the delegative degradation of democracy.
